In some states, like Idaho, that have spent all of their funds, agencies are looking for ways to keep their new, and seasoned, weatherization staff and contractors employed. However, at one time or another, we have all faced the decision to move forward or to pass on a new project. Usually moving forward when oppor-tunity knocks means stepping out of our comfort zone to start a new adventure. That mission is to retain trained weatherization staff, especially with the loss of ARRA weatherization funding, and to continue providing energy conservation services to homes and businesses.
Weatherization services reduce the amount of energy required to heat and cool homes and provide hot water, thus reducing energy consumption, while minimizing the impact of higher fuel costs on low-income families.
Based on the results of the energy audit, services may include, but are not limited to, sealing cracks and holes to reduce air infiltration; insulation of attics and walls; heating system repairs or replacement; hot water tank and pipe insulation; installation of energy-efficient lighting and refrigerators; window and outside door repair or replacement; minor repairs to ensure that the installed weatherization materials will perform correctly; and mitigation of energy-related health and safety issues, including indoor air quality improvements, correction of ventilation problems that can lead to mold growth, and identification of lead paint hazards.
Program services are available to both homeowners and renters, with priority given to senior citizens, families with children, and persons with disabilities.
Applications are accepted from renters, homeowners, and rental property owners.
Both single-family and multi-family buildings are assisted. Individual households apply by contacting the WAP provider that serves their area. The program receives funding from the U. Departments of Energy and Health and Human Services. WAP services are available in each of the State's 62 counties.
Every county, village, town, and neighborhood in the state is served by a local WAP Provider. Weatherization Assistance providers include community-based not-for-profit organizations, community action agencies, counties, and units of local government.
To be eligible, a provider must demonstrate the capacity to administer the program and have a history of providing service to the community.
Service providers are selected through an annual State planning process. Affordable housing developers, property managers, and other housing and community development agencies are encouraged to contact their local WAP provider for more information.
